Phil Mieszkowski is a construction and engineering professional with over 20 years experience with large-scale heavy-civil public works projects. He has held positions from project engineer, project manager, construction manager, vice president, and president at various firms in the Eastern US and Northern California. Mr. Mieszkowski is the president and founder of Bay-Con Infrastructure.
Mr. Mieszkowski is a registered civil & traffic engineer and land surveyor in training in the state of California, an ATSSA-trained traffic control supervisor, a Qualified SWPPP Practitioner & Designer (QSP / QSD), has received competent person training for trenches and traffic flagger training per Cal OSHA standards. He is a certified playground safety inspector (CPSI) and a participating member of ASTM International. He is also a licensed engineer in the state of Pennsylvania.
With over 14 years of experience designing and implementing temporary traffic controls (as an owner and VP of an 80 person construction and engineering firm in San Francisco) on projects located in major urban areas, including several infrastructure upgrade jobs related to the Warriors new Chase Center, the Transbay Terminal in the SOMA neighborhood of San Francisco, the Van Ness BRT Project and the Central Subway, Mr Mieszkowski is considered an expert with regard to the California Manual on Uniform Traffic Control Devices. In addition, Mr. Mieszkowski has 5 years of experience as a project manager and engineer for a heavy-civil general contractor, specializing in hydroelectric facilities and rail, and 2 years of experience preparing expert witness delay-and-disruption construction claims and CPM schedule analysis.
Mr. Mieszkowski attended and graduated from Stanford University in Palo Alto, California where he received a masters degree in construction management. He also has a bachelors degree in material science and engineering from Carnegie Mellon University in Pittsburgh, Pennsylvania.
